Dr Scott Finlayson

Dr Scott Finlayson is the Founder and Practice Principal of Treasury Medical, a practice he conceived and built from the ground up as a deliberate alternative to high-volume, transactional general practice. His focus is on delivering thoughtful, relationship-based care in an environment where time, continuity, and clinical depth are prioritised.

Dr Finlayson’s medical career is underpinned by a broad and distinguished background across both civilian and military medicine. He initially completed a Bachelor of Optometry (Honours) at the University of New South Wales before going on to study medicine at the University of Sydney, developing a strong and enduring foundation in clinical assessment and patient care.

He served as a Medical Officer in the Royal Australian Navy during a period of active operational service, holding senior medical roles across multiple naval platforms and health facilities. His deployments included the Middle East Area of Operations and Southeast Asia, as well as extensive global maritime operations. This included a circumnavigation of the world as a Senior Medical Officer covering two warships, with his service spanning thousands of nautical miles and dozens of international ports. Throughout this time, he delivered medical care in complex, resource-limited, and high-pressure environments while also leading health services for large crews and operational personnel.

His service has been recognised with multiple Australian and international honours, including:

  • Australian Active Service Medal
  • Iraq Medal
  • Australian Operational Service Medal – Border Protection
  • Defence Long Service Medal
  • Australian Defence Medal
  • Philippines Military Civic Action Medal (for humanitarian medical support)

Following his full-time military career, Dr Finlayson relocated to Hobart with his family in 2018 and, in 2020, established Treasury Medical. He holds Fellowship with the Royal Australian College of General Practitioners and a Master of Public Health (Defence) from the University of Queensland.

Dr Finlayson practises comprehensive general medicine with particular interests in preventative health, chronic disease management, and whole-of-life care. He believes strongly that high-quality general practice cannot be delivered in a rushed or transactional model, and instead requires time, continuity, and a deep understanding of each patient’s individual context. His consultations are intentionally unhurried, while recognising the importance of mutual respect for both the doctor’s and the patient’s time, allowing for careful assessment, clear communication, and considered, evidence-based decision-making.

He is also actively involved in teaching and mentoring, working with medical students from the University of Tasmania and supervising GP registrars in training. He is committed to maintaining high standards within general practice and contributing to the development of the next generation of clinicians.

Outside of medicine, Dr Finlayson prioritises time with his family. He enjoys the outdoors, plays golf (with ongoing determination to improve), enjoys cooking, and is actively working on improving his own health and fitness as part of a long-term commitment to wellbeing and balance in life.
